South Africa has signed a visa-waiver agreement with Estonia, allowing Estonian citizens to travel to the country without a visa for stays of up to 90 days within a 180-day period.
The deal, which took effect on September 1, was announced following high-level diplomatic engagements between Estonia’s Minister of Foreign Affairs, Margus Tsahkna, and South Africa’s Minister of Home Affairs, Leon Schreiber.
While the agreement was hailed as a step forward in strengthening bilateral ties — particularly in areas such as tourism, technology, and business, it is not reciprocal.
South African citizens still need a Schengen visa to travel to Estonia. For Pretoria, the move highlights the balancing act in its visa diplomacy, which often appears more open to non-African partners than to fellow African nations.
South Africa’s Uneven Visa Openness
Estonia’s Ambassador to South Africa, Daniel Schaer, framed the waiver as an important milestone, noting that it would simplify travel and create opportunities for entrepreneurs and cultural exchange.
He pointed to Estonia’s reputation as a leader in digital innovation, suggesting benefits for South African start-ups seeking to expand into European markets.
The agreement follows a series of reciprocal visits, including an Estonian business delegation to South Africa last year and Minister Schreiber’s trip to Estonia earlier this year for the Africa Business Forum and the e-Voting Conference.
But the move also underscores a tension in Pretoria’s visa policy. South Africa maintains strict entry requirements for many African travelers, despite long-standing calls to ease movement within the continent.
For ordinary Africans, gaining access to South Africa often remains a complicated process, even as European nations like Estonia now enjoy easier entry.
Why Africa Needs to Open Up to Africans
South Africa currently grants visa-free entry to 78 countries and territories, reflecting its selective openness to global partners while maintaining restrictions on much of the continent. Of these, 22 are African nations, while the remaining 56 are non-African countries and territories.
This contrast raises questions about priorities. In recent years, African leaders have pushed for deeper integration through the African Continental Free Trade Area (AfCFTA), which aims to boost intra-African commerce and mobility.
Yet visa restrictions remain a stumbling block. According to the African Union’s Visa Openness Index, Africans still face more hurdles entering fellow African states than visitors from Europe or Asia.
For South Africa, loosening restrictions for Africans could unlock vast opportunities, from trade to tourism to cultural ties. An open visa regime across the continent would not only strengthen AfCFTA but also position African economies to better compete globally.
By favoring non-African partners in its visa waivers, Pretoria risks signaling that its economic future lies more with external partners than with its neighbors.
The Estonia deal highlights a positive step in expanding South Africa’s international partnerships.
But the bigger question is whether Pretoria, and the continent more broadly, can apply the same openness to fellow Africans, an essential ingredient for Africa’s long-term growth and integration.
