South Africa extends Zimbabwean exemption permits to 2027 amid regional migration debate

South Africa’s Department of Home Affairs has extended the validity of the Zimbabwean Exemption Permits (ZEPs) until May 28, 2027, granting tens of thousands of Zimbabwean nationals another lifeline amid uncertainty over their legal status in the country.

The permits, initially set to expire in November 2025, allow Zimbabweans who fled economic hardship in their home country to live and work in South Africa legally.

The new directive, signed by Home Affairs Minister Leon Schreiber, pushes the expiry date forward by 18 months, ensuring continued protection for an estimated 178,000 permit holders.

“This extension is to ensure continued protection for ZEP holders while the Immigration Advisory Board concludes its consultations,” Schreiber said, emphasising the need for “a comprehensive and sustainable resolution” involving all critical stakeholders.

Under the new directive, ZEP holders are exempt from arrest, detention, or deportation and are permitted to enter and exit South Africa, provided they meet all other border requirements.

The Immigration Advisory Board, appointed in April, is still reviewing long-term policy options to address the status of Zimbabweans who have built lives in South Africa over the past decade.

However, opposition party ActionSA criticized the move, calling it “another act of indecision.” The party argued that “our nation does not need endless extensions. We need decisive leadership, firm timelines, and an unwavering commitment to the rule of law.”

The decision has reignited regional conversations about migration and the economic pressures driving millions of Africans across borders in search of stability and opportunity.
