Africa’s energy giant tipped for financial boom as oil price hits $100/barrel amid Middle East crisis

Rising global oil prices are offering a fresh financial reprieve to Algeria, Africa’s largest country by landmass, as crude briefly surged past $100 a barrel amid geopolitical tensions linked to the Iran conflict.

The price spike has revived hopes in Algiers that higher energy revenues could ease mounting fiscal pressure on the North African economy, which has long depended on hydrocarbons to fund state spending and social subsidies.

Crude oil crossed the $100-per-barrel mark on March 9 for the first time since the early months of the war between Russia and Ukraine.

Prices have fluctuated since then but remain more than 50 percent higher than earlier levels as fears grow that instability in the Middle East could disrupt global supply.

For Algeria, a major member of OPEC, the rally could provide a significant windfall. The country’s national budget is based on an assumed oil price of about $70 per barrel, meaning the recent surge creates additional fiscal breathing room.

Higher crude prices could ease budget pressure and support social spending

Government spending is projected to reach 7.69 trillion dinars in 2026, equivalent to roughly $58.5 billion at current exchange rates, about 5 percent higher than the previous year. Much of this expenditure supports social programmes, including public-sector wages, pensions, unemployment benefits, and subsidies on essential goods such as cereals, fuel, and milk.

“The rise in prices can only be a good thing,” said Mahfoud Kaoubi, an independent economic and financial analyst based in Algiers. According to him, Algeria had been facing “a real financing problem” before the recent oil rally.

Hydrocarbons minister Mohamed Arkab has previously indicated that a price between $70 and $80 per barrel would represent a balanced level for the country’s fiscal planning.

If prices were to climb further, however, the effect could be even more dramatic. Kaoubi noted that crude trading at $120-$125 could enable the government to balance its books entirely. Algeria currently produces around 977,000 barrels of oil per day.

The latest surge echoes the economic boost Algeria experienced in 2022 after Russian President Vladimir Putin launched the invasion of Ukraine. At the time, European countries scrambled to secure alternative gas supplies, turning to Algeria as a key partner.

That demand helped strengthen Algeria’s external accounts and lifted foreign exchange reserves. But the improvement proved temporary. Data compiled by the International Monetary Fund shows reserves declining to $47.1 billion by October, down from more than $66 billion at the start of 2025.

The fall has heightened concerns about Algeria’s long-term economic resilience, especially given its continued dependence on fossil fuel exports.

Analysts warn oil windfall cannot replace long-term economic diversification

Hamish Kinnear, a Middle East and North Africa analyst at Global Risk Insight, cautioned that higher oil prices alone cannot resolve the country’s structural challenges.

“The energy price impact of the Iran war, whether it is short or long, is not a panacea for Algeria’s long-term need for economic diversification away from reliance on oil and gas,” he said.

Algeria’s vulnerability lies partly in its import bill. The country spends roughly $50 billion annually on foreign goods, including food, vehicles, and industrial machinery. Any sustained increase in global commodity prices could therefore raise inflationary pressures.

For now, policymakers in Algiers are enjoying some respite as energy revenues improve. Yet analysts warn that the country must remain cautious.

“What we can get with one hand, we can lose with another,” Kaoubi said, pointing to the risk that higher global prices could simultaneously drive up the cost of Algeria’s imports.
